The officers, representatives and members of the WLF agree to do this within the guidelines of their contract and charter with US Lacrosse, the national sanctioning body that promotes positive and structured growth of the game. The WLF will grow the game by providing shared governance to areas of the sport that result 1.) in inter-region or interstate play OR 2.) to areas of the sport that are in need of structure to promote positive growth in a region or statewide.

It should be noted that as the areas of shared governance may grow and evolve and may, ultimately, be spun off into their own entities. Should that event occur, the new entity would work collaboratively with the WLF, to share the goals and ideals of the positive growth of the sport. The benefits of the contract with US Lacrosse would apply to the positive growth of the sport within that evolved area/entity and decisions within the evolved area/entity would be made in the interest of the state/national guidelines.

For example, boy's varsity lacrosse is the most developed area of lacrosse in the state of Wisconsin, with 24 teams. As such, the WLF represents all areas of the state in order to coordinate the play of this particular area of lacrosse. The WLF 'claims' jurisdiction over this area not by edict or agenda, but simply as its members had the need to make shared decisions that would benefit the growth boy's varsity lacrosse throughout the state.

The WLF, as a subset of US Lacrosse, provides a convenient model and forum by which to coordinate inter-regional play and decisions for the growth of the game. The WLF is an elected body and appointed body of volunteers who, ideally, represent the diversity of participants and fans of the game from around the state.
